President Ferdinand Marcos has approved several new laws aimed at improving land transportation services in the Philippines. Signed on March 14, 2025, the legislation creates and upgrades Land Transportation Office (LTO) district offices across the country, marking a major step in strengthening local access to essential transport services.
These laws were officially published in the Official Gazette on March 22, ensuring their rollout can begin within the year.
Purpose of the Initiative
The creation and reclassification of LTO offices seek to:
- Shorten processing times for driver’s licenses, vehicle registration, and permits
- Improve service delivery in underserved and rural areas
- Support road safety by expanding LTO’s regulatory reach
By increasing the number and status of district offices, the government aims to bring services closer to local communities while addressing growing transportation demands.
Newly Created LTO Offices
Six new district offices have been officially established through Republic Acts 12125 to 12134:
- Sindangan, Zamboanga del Norte (RA 12125): Upgraded from an extension office to a regular district office
- Sulop, Davao del Sur (RA 12126): Newly created district office
- Gattaran, Cagayan (RA 12127): Upgraded from extension office
- Taal, Batangas (RA 12128): Converted to a full district office
- Naguilian, La Union (RA 12133): Became a class “D” district office
- Maayon, Capiz (RA 12134): Newly created district office
These upgrades are expected to reduce travel and wait times for motorists needing documentation and renewals.
Upgrades to Existing Offices
Several LTO offices also received classification upgrades for expanded capabilities:
- Digos, Davao del Sur (RA 12129): Class “D” to Class “C”
- Urdaneta, Pangasinan (RA 12130): Became Class “A” and renamed to LTO Binalonan District Office
- Candon City, Ilocos Sur (RA 12131): Promoted to Class “B”
- Lingayen, Pangasinan (RA 12132): Also promoted to Class “B”
These upgrades allow offices to process more transactions and employ additional staff, ensuring faster service.
Agencies and Long-Term Impact
The Department of Transportation (DOTr) and LTO will oversee the implementation of these laws. With the expansion, residents can expect:
- Improved traffic management and enforcement
- Greater efficiency in licensing and registration
- Job creation in local areas due to staffing needs
