MMDA, JICA Partner to Improve Metro Manila Traffic With Tech

Metro Manila is set to experience a major upgrade in traffic management as the Metropolitan Manila Development Authority (MMDA) partners with the Japan International Cooperation Agency (JICA) for a groundbreaking technical cooperation project. The initiative aims to integrate Intelligent Transportation Systems (ITS) to ease congestion and modernize the city’s road network.

During a ceremony at the MMDA Head Office in Pasig City, MMDA Chairman Atty. Don Artes and JICA Chief Representative Sakamoto Takema signed the official records of discussion, marking the start of this ambitious collaboration.

A Smarter Approach to Traffic Management

The MMDA is embracing ITS as part of its commitment to enhancing traffic flow and improving road safety in Metro Manila. This project aligns with the Bagong Pilipinas program, which promotes innovative and technology-driven solutions for urban development.

According to Chairman Artes, the ITS project will focus on:

  • Real-time traffic monitoring using high-definition CCTV cameras.
  • Enhanced vehicle detection systems for better traffic flow analysis.
  • Variable message signs to provide drivers with live traffic updates.
  • Automated speed violation enforcement for stricter road safety compliance.
  • Upgraded traffic signal enforcement to optimize intersection management.

JICA’s Role in the Initiative

JICA has long supported the Philippines’ infrastructure projects, particularly in transportation. According to Takema, Japan’s experience in ITS has significantly reduced congestion and improved urban mobility, making the country a global leader in smart traffic solutions.

“Modernized ITS is what we love to share with the Philippines,” Takema said. “By introducing Japan-quality ITS measures, we aim to help MMDA strengthen its traffic management capabilities.”

JICA’s assistance includes technical expertise, system upgrades, and capacity-building programs to ensure the sustainability of the project.
