The Metropolitan Manila Development Authority (MMDA) has lauded the City of San Juan for its strict enforcement of an ordinance aimed at curbing the use, sale, distribution, and advertisement of tobacco products and e-cigarettes.
MMDA Chairman Atty. Don Artes recognized San Juan’s commitment to creating a healthier environment for its residents.
“The MMDA is working closely with San Juan to support their efforts in raising awareness and ensuring compliance with smoke-free policies,” said Artes.
Ordinance for a Smoke-Free San Juan
Passed in March 2024 by the Sangguniang Panglunsod, Ordinance Number 14 Series of 2024, also known as the Comprehensive Smoke-Free and Vape-Free Ordinance, is now fully enforced in San Juan City.
The ordinance aligns with the World Health Organization’s Framework Convention on Tobacco Control (FCTC) and sets high standards for designated smoking and vaping areas.
It also prohibits aggressive marketing tactics that target vulnerable groups, including minors, and bans advertisements in public spaces.
Violators face penalties ranging from P2,000 to P5,000, underscoring the city’s no-nonsense approach to enforcing the policy.

San Juan City Mayor Francis Zamora has been at the forefront of this initiative, emphasizing the importance of safeguarding public health.
