LTO, NLRC Partner to Expedite Labor Cases Involving Vehicles

The Land Transportation Office (LTO) and the National Labor Relations Commission (NLRC) have signed an agreement to improve the handling of labor-related legal cases involving motor vehicles.

The partnership was formalized on November 26, 2024, at the NLRC office in Quezon City.

LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II and NLRC Chairperson Grace E. Maniquiz-Tan signed the Memorandum of Agreement (MOA) in the presence of officials from both agencies.

The MOA lays out guidelines to strengthen coordination between the LTO and NLRC.

It aims to enhance the enforcement of legal orders and decisions related to labor cases involving vehicles.

  • Provide jurisdictional details to assist LTO personnel in executing legal processes.

LTO’s Responsibilities

  • Act quickly on verification requests from the NLRC regarding motor vehicles.
  • Review and confirm legal documents, including Notices of Decision and Writs of Execution.
  • Issue certifications to validate vehicle registration details for enforcement purposes.
  • Place alarms on motor vehicles to prevent ownership transfers until legal obligations are met, while allowing registration renewals.

Integrated Processes for Improved Efficiency

The MOA also introduces mechanisms to align NLRC’s enforcement processes with LTO’s regular functions.

Quarterly oversight meetings between the LTO Chief and the NLRC Chairperson will track progress and address challenges.

These meetings will provide opportunities to refine processes and improve coordination.
