LTO Enforcers to Undergo Mandatory Retraining After Bohol Incident

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor D. Mendoza II has mandated refresher courses for all LTO enforcers across the country. The decision comes after a viral video showed five enforcers allegedly manhandling a motorcycle rider in Panglao, Bohol.

“This incident calls for a deeper and systematic approach to ensure it does not happen again. Retraining will be mandatory for all enforcers,” Mendoza stated.

Updated Protocols and Human Rights Emphasis

As part of the retraining initiative, the LTO-Law Enforcement Service (LES) at the Central Office has been tasked with updating enforcement protocols. The revised guidelines will emphasize human rights, proper procedures, and road safety regulations to prevent excessive use of force.

“We are committed to ensuring that our enforcers uphold the highest standards of professionalism while performing their duties,” Mendoza added.

Suspensions and Investigation Underway

In response to the incident, Department of Transportation (DOTr) Secretary Vince Dizon ordered the immediate preventive suspension of all LTO personnel involved, pending a full investigation.

“The suspension will remain in effect until a thorough and impartial review is completed,” the DOTr said in a statement.

Mendoza had earlier suspended LTO enforcers in Bohol as a precaution while the investigation unfolds.

PNP to Assist in Enforcement Training

To strengthen enforcement practices, Mendoza announced that the Philippine National Police (PNP) will assist in crafting updated guidelines and conducting the retraining sessions.

The initiative aims to restore public confidence in LTO operations and ensure that law enforcement procedures align with legal and ethical standards.

“We are taking corrective measures seriously. The goal is to improve enforcement without compromising the rights of motorists,” Mendoza affirmed.

The nationwide retraining program marks a significant step toward professionalizing LTO enforcement, with long-term benefits in road safety and public trust.
