In a bold move to strengthen road safety and discipline, the Land Transportation Office (LTO) successfully conducted a three-day Training for Trainers (TOT) seminar.
This nationwide seminar focused on enhancing the abilities of the agency’s law enforcement personnel, especially as the holiday season approaches.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II, highlighted the importance of this effort, emphasizing the need for improved knowledge and skills among enforcers.
“Our goal is to continuously develop the expertise of our law enforcement personnel to motivate motorists to act responsibly and maintain discipline on the road,” said Mendoza.
He added that the program aligns with the Department of Transportation’s advocacy, led by Secretary Jaime J. Bautista, to advance road safety across the country.
The seminar, facilitated by the Traffic Safety Division (TSD) under the Law Enforcement Service (LES), centered on the application of Memorandum Circular (MC) No. VDM-2024-2019.
This circular outlines the updated guidelines for deputizing LTO officers and agents, equipping participants with the knowledge to apply these rules effectively.
LTO Executive Director Greg Pua Jr. welcomed participants during the seminar’s opening and stressed the value of keeping enforcers up-to-date on traffic rules and regulations.
“The regular training of our enforcers is key to protecting all road users,” Pua shared, highlighting the evolving challenges in transportation and enforcement.
The seminar featured an esteemed group of resource persons, including TSD Acting Chief Danilo J. Encela, Traffic Safety Training and Advocacy Section Chief Beverly C. Sabela, and Enforcement Section Chief Farish H. Lim.
They shared practical and theoretical insights designed to elevate the capabilities of attendees.
Additional contributions came from Regulation Section Chief Joel V. Ybañez, Intelligence and Investigation Division Chief Renante G. Melitante, and Transportation Regulation Officers Allan L. Garcia and Jerome C. Rodriguez.
One of the seminar’s key objectives was to prepare attendees to pass on their knowledge through localized training programs in their provinces and regions.
Mendoza emphasized the cascading impact of this training, stating, “Those who participated in this three-day seminar are expected to train our law enforcement teams in their respective areas.”
As enforcers return to their posts equipped with updated skills and strategies, the LTO foresees a wave of improved road discipline nationwide.
