LTO Davao’s ‘Oplan Byaheng Ayos’ Secures Post-Holiday Travel

As the holiday season concludes, the Land Transportation Office (LTO) Davao Region has intensified efforts to ensure the safety of commuters returning from their provincial celebrations. Under the scheme “Oplan Byaheng Ayos,” the Regional Law Enforcement Section (RLES) conducted thorough inspections of for-hire vans at the Gaisano Mall terminal in Bajada.

Ensuring Roadworthiness and Compliance

The primary focus of these inspections was to assess the roadworthiness of vehicles and verify the legality of their operating documents. This proactive approach aims to minimize accidents and ensure that passengers reach their destinations safely.

An LTO official emphasized, “Our goal is to provide a safe journey for all commuters, especially during the busy post-holiday period. Ensuring that public transport vehicles are in optimal condition and legally compliant is crucial.”

Key Inspection Areas

The RLES teams concentrated on several critical aspects during their assessments:

  • Vehicle Condition: Examining brakes, tires, lights, and engine performance to ensure vehicles meet safety standards.
  • Documentation: Verifying driver’s licenses, vehicle registrations, and franchise permits to confirm legal operations.
  • Driver Fitness: Observing driver behavior and alertness, ensuring they are fit to operate the vehicle safely.

Collaborative Efforts for Enhanced Safety

This initiative is part of a broader strategy involving multiple agencies to promote road safety during peak travel seasons. The Department of Transportation (DOTr) has been actively implementing “Oplan Byaheng Ayos: Pasko 2024” to address the surge in passenger traffic during the holiday season.

In Davao City, various agencies, including the LTO, the Philippine Drug Enforcement Agency (PDEA), and the Land Transportation Franchising and Regulatory Board (LTFRB), have joined forces under “Oplan Ayos Byahe 2024.” Activities such as surprise drug testing of bus drivers and monitoring the roadworthiness of passenger buses have been conducted to ensure safe and secure transport for passengers.

Commuter Awareness and Responsibility

Passengers are encouraged to remain vigilant and choose only accredited transportation services. The LTO advises commuters to check for proper identification and documentation of for-hire vehicles before boarding.

A regular commuter at the Gaisano Mall terminal shared, “It’s reassuring to see authorities conducting these inspections. It makes us feel safer knowing that the vehicles are checked and the drivers are qualified.”

Challenges and Continuous Monitoring

The post-holiday period often sees an increase in unregistered or poorly maintained vehicles attempting to capitalize on the high demand for transportation. The LTO’s continuous monitoring and enforcement are essential in deterring such practices and ensuring that only compliant vehicles operate.

An LTO enforcement officer noted, “We remain vigilant against operators who try to circumvent regulations. Our teams are on the ground conducting random checks to maintain safety standards.”

Future Initiatives

The LTO plans to sustain these efforts beyond the holiday season, with regular inspections and collaborations with other agencies to promote road safety year-round. Educational campaigns aimed at both drivers and passengers are also in the pipeline to foster a culture of safety and compliance.

The agency’s commitment to road safety is evident in its continuous operations and the implementation of initiatives like “Oplan Byaheng Ayos.” By ensuring that public transport vehicles are safe and compliant, the LTO plays a crucial role in protecting commuters and enhancing the overall transportation experience.
