The Land Transportation Office (LTO) is tightening its grip on compliance as it issues Show Cause Orders (SCOs) against 1,046 motor vehicle dealers in 2024. These dealers allegedly failed to register newly purchased vehicles within the mandated timeframe, leaving customers vulnerable and frustrated.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II, emphasized the critical importance of adherence to the agency’s Citizen’s Charter, which requires dealers to register newly bought vehicles within seven days of completing transactions.
LTO’s Strong Stance on Accountability
Assistant Secretary Mendoza expressed disappointment over the recurring non-compliance, noting that the delays burden customers who rely on the registration for legal use of their vehicles.
“Unfortunately, some motor vehicle dealers neglected this obligation, often blaming the LTO for delays to cover up their shortcomings,” Asec Mendoza stated. He called on affected customers to lodge complaints directly with the agency for swift action.
He also highlighted that intensified monitoring is in line with directives from Department of Transportation (DOTr) Secretary Jaime J. Bautista to streamline LTO processes and improve customer experiences.
Investigations and Penalties
Among the 1,046 SCOs issued this year, investigations have already led to penalties for 21 dealers found negligent. The fines imposed reflect the gravity of their violations:
- 14 dealers fined ₱20,000 each
- 2 dealers fined ₱30,000 each
- 5 dealers fined ₱100,000 each
Additionally, 80 cases are awaiting resolution, while the remaining cases are still under investigation.
Asec Mendoza has directed his team to expedite case resolutions to ensure accountability and prevent further inconvenience to consumers.

This wave of enforcement serves as a clear warning to dealers who attempt to bypass regulations. “Some dealers prioritize their interests at the expense of their clients, which is unacceptable,” said Asec Mendoza.
