Free Theoretical Driving Course Offered by DOTR-CAR, YMCA Baguio

The Department of Transportation – Cordillera Administrative Region (DOTR-CAR), together with the Regional Driver’s Education Center (RDEC), is excited to announce a FREE 15-hour Theoretical Driving Course (TDC) for individuals aiming to apply for a student permit.

This opportunity, in partnership with the YMCA of Baguio City, provides an excellent chance to gain foundational driving knowledge without any cost.

Who Can Join?

This program is open to Filipino citizens who meet the following requirements:

  • Must be 16 years old or above.
  • Should be physically and mentally fit to drive.
  • Able to read and write in Filipino or English.
  • Must have no unresolved traffic violations.

What You Need to Bring

Applicants must submit photocopies of the following documents:

  • PSA Birth Certificate / Valid Passport / National ID.
  • Government-issued ID with a photo and signature.
  • For married female applicants: PSA/NSO Certificate of Marriage.

How to Register

The seminar operates on a first-come, first-served basis, so interested individuals are encouraged to act fast.

Submit your requirements early at the RDEC Office, Room 204, 2nd Floor, YMCA Building to secure your slot.

Guidelines for Participants

Participants must personally attend the full two-day seminar.

Please come in proper attire and bring a ballpen, snacks, and lunch.

Before attending, applicants must create a portal account at portal@lto.gov.ph.

Incomplete documents will result in disqualification from the program.
