In today’s fast-paced world, reliable transportation is like a lifeline, connecting people and places, ensuring that every Filipino has access to essential opportunities, services, and resources.
The Department of Transportation (DOTr) is at the forefront of building and maintaining the transportation network that our country needs.
Whether you’re a daily commuter, a local traveler, or a business owner, the DOTr’s mission is to improve your experience with a range of projects aimed at making transportation more accessible, safer, and smoother for everyone.
About the DOTr
The DOTr is the primary agency in charge of shaping the country’s land, air, and sea transportation systems.
Its role is to establish a safe, reliable, and sustainable transport network that serves the needs of Filipinos everywhere.
From reducing traffic congestion in Metro Manila to making travel between islands safer, the DOTr’s work affects the daily lives of all who live and work in the Philippines.
Who is it for?
The DOTr serves every Filipino by creating the infrastructure needed for easy and dependable mobility.
It’s for anyone who relies on public transportation, drives the roads, or uses sea and air travel to reach destinations within our archipelago.
The benefits are clear—from faster travel times to safer routes—and the DOTr is here to make sure these benefits reach every corner of the country.
Vision
The DOTr envisions a globally competitive transportation system for the Philippines—a system that connects our diverse regions, meets the growing demands of our population, and is ready for the future.
This vision reflects a commitment to creating a safer, faster, and more reliable transportation system that every Filipino can depend on.
Mission
The DOTr’s mission is to build a world-class transportation network through policies and projects that focus on safety, efficiency, and sustainability.
This means reducing road congestion, lowering environmental impact, and making it easier for people and goods to move from one place to another.
Every project they undertake is a step toward a more connected Philippines, where travel is no longer a burden but an accessible part of everyday life.

Programs and Services
The DOTr runs various projects aimed at addressing the country’s unique transportation challenges, helping ease daily commutes, and improving overall connectivity.
Here are some of the DOTr’s major programs and services:
Metro Manila Subway Project
This first-ever subway system in the Philippines promises to make travel in Metro Manila faster and more efficient.
A new way to beat the traffic, this subway will provide a convenient and quick alternative to road travel, bringing relief to commuters.
PNR North-South Commuter Railway
This rail project connects northern and southern Luzon, providing a quicker, more reliable option for inter-provincial travel.
It’s designed to make commuting easier for residents and workers, helping them reach Metro Manila and other nearby areas smoothly.
Build, Build, Build Program
As part of this large-scale infrastructure program, the DOTr oversees projects that aim to modernize our transport systems—from upgrading airports to expanding highways and building new seaports.
This program supports regional development and strengthens our transportation network.
Public Utility Vehicle Modernization Program (PUVMP)
This project aims to replace older jeepneys and buses with newer, safer, and eco-friendly vehicles.
The PUVMP focuses on improving the commuter experience while promoting sustainable public transport across the country.
Traffic Management Initiatives
The DOTr is working on multiple initiatives to ease traffic in Metro Manila, including road-widening projects, improved signaling, and more effective traffic flow strategies.
These steps help make the roads safer and reduce the stress of daily commuting.

The Department of Transportation (DOTr) has a rich history, dating back to 1899. Initially, transportation was part of the Public Works and Highways portfolio. In 1979, under Executive Order 546, the Ministry of Public Works, Transportation, and Communications (MPWTC) was divided, creating the Ministry of Transportation and Communications (MOTC). The MOTC was later renamed to the Department of Transportation and Communications (DOTC). In 2016, the Department of Information and Communications Technology (DICT) was established, leading to the DOTC becoming the DOTr.
Under the leadership of 40 former Secretaries, the DOTr and its 20 attached agencies are now headed by Secretary Jaime J. Bautista. With the “Build, Better and More” Program of President Ferdinand Marcos Jr.’s administration, the DOTr is working to modernize and improve the country’s transportation systems. The goal is to provide Filipinos with a safe, affordable, comfortable, and accessible transportation system.
