639K Motorists Caught, 29K Vehicles Impounded in 2024 – LTO

In a striking display of intensified road safety enforcement, the Land Transportation Office (LTO) reported a sharp rise in traffic law violations for 2024. A total of 639,323 motorists were apprehended, marking a 20.75% increase compared to 2023. Furthermore, 29,709 vehicles were impounded, highlighting the agency’s unwavering commitment to road safety.

LTO Chief Assistant Secretary (Asec) Vigor D. Mendoza II credited the increase to the implementation of new enforcement methods aimed at improving compliance with traffic regulations. He highlighted the agency’s collaboration with the Philippine National Police (PNP) and local government units to boost visibility and efficiency.

Road Safety in Numbers

According to LTO data:

  • In 2023, 529,439 motorists were apprehended. The 2024 figure shows a sharp rise, fueled by stricter enforcement measures.
  • The Calabarzon region recorded the highest number of apprehensions, with 109,159 drivers caught violating traffic laws—a 144.11% increase from 2023’s 44,717 cases.
  • Cagayan Valley Region followed with 70,855 apprehended motorists, while Mimaropa recorded a 120.76% spike, from 14,079 in 2023 to 31,081 in 2024.

“This increase reflects the dedication of our enforcers, many of whom worked tirelessly, even during late-night hours, to uphold traffic laws,” Asec Mendoza said.

Targeted Operations Yield Results

Among the operations conducted were anti-colorum drives and inspections targeting overloading trucks and vehicles with worn-out tires. These violations are considered major risks to road safety.

One noteworthy operation took place early on January 3 along Katipunan Avenue in Quezon City. A delivery truck was flagged for having worn-out tires, one of which was completely busted. Investigations revealed the driver lacked the proper registration documents (OR/CR) and was using improvised plates.

“Hindi ko alam kung ano ang tumatakbo sa utak ng mga may-ari at driver ng truck na mga ito. Alam nang delikado na ang kondisyon ng sasakyan, pero talagang ipipilit pa rin,” Asec Mendoza remarked, expressing frustration over the blatant disregard for safety.

He emphasized that such incidents only strengthen the LTO’s resolve to conduct daily operations to protect all road users.

Impounding Surge

The LTO’s crackdown also led to a 21.93% rise in impounded vehicles, with 29,709 motor vehicles seized in 2024 compared to 24,366 in 2023. This reflects the agency’s focus on removing unsafe and non-compliant vehicles from the roads.

Asec Mendoza assured the public that these aggressive operations will continue as part of the government’s broader campaign to improve road safety. “Let these results serve as a reminder to all motorists that we will further strengthen our efforts to encourage compliance with traffic laws,” he stated.

Advocacy for Safer Roads

The LTO’s actions align with the advocacy of Department of Transportation (DOTr) Secretary Jaime J. Bautista, who prioritizes the safety of all road users. The agency’s stringent measures are part of a broader initiative to promote awareness and accountability among motorists.

While the increased enforcement has drawn mixed reactions, road safety advocates commend the LTO for its proactive approach. The agency’s focus on tackling high-risk violations, such as overloading and improper vehicle maintenance, is expected to reduce accidents and save lives.

What’s Next?

As 2025 begins, Asec Mendoza vows to maintain the momentum. “We will not relent in our efforts. Our goal is not only to apprehend violators but also to educate motorists on the importance of following traffic laws,” he said.

The LTO plans to expand partnerships with local government units and law enforcement agencies, ensuring consistent enforcement nationwide. Additionally, the agency aims to roll out more public education campaigns to motivate voluntary compliance among drivers.

Key Takeaways

The 2024 data serves as a wake-up call for motorists and highlights the LTO’s dedication to safer roads. With over 639,000 apprehensions, the agency has sent a clear message: traffic violations will not be tolerated. As operations intensify, the LTO urges all drivers to prioritize safety and adhere to road regulations. For the LTO, the ultimate goal is not merely enforcement but fostering a culture of responsibility among motorists. With stricter measures in place, 2025 is poised to be another year of progress toward safer Philippine roads.
